SCOPE
The
purpose of the “Trace Elements Authorisation Consortium European Economic Interest
Grouping” (TREAC EEIG) is to
establish co-operation between interested parties in view of the authorisation
of feed additives subject to this grouping, as required by the EU legislation,
particularly under the procedure provided by Article 10 of Reg. (EC) No 1831/2003. It may also seek
non-holder-specific authorisation for additives not previously authorised under
the EU feed additive legislation (non-holder-specific authorisation procedure)
if so decided by the Members.
The activities of the grouping aimed
at achieving this purpose are as follows:
- to
develop common understanding on the details of the information necessary for
achieving authorisation;
- to
collect existing scientific data and carry out scientific reviews;
- to
commission and manage the carrying out of new studies as required by the EU
assessment procedures;
- to
collect and gather industrial data necessary to the achievement of the goal;
- to
develop common authorization dossiers (or part of);
- to submit
application in name of the grouping and act as a contact and negotiation
interface with the EU authorities in the course of the authorisation process.
The
object of the grouping is limited to the group of additives classified in Category “3” (Nutritional
Additives) and Functional Group
“b” (compounds of trace elements), as defined under Annex I of
Reg. (EC) No 1831/2003, and in this group to a specific list of specific
additives upon which the grouping members have agreed to work in common, and
which will remain confidential to the members of the grouping until the
application to the authorities, or until decided otherwise by the members of
the grouping. The selection process to include additives in this list is ruled
by a contract on the basis of set criteria which are detailed in the
grouping’s code of internal rules. The grouping will not work on
additives that are not included in its working list.
Within
the limits fixed by the Regulation and the Belgian law as well as other
applicable competition legislation, not limited to the legislation of the
European Community, the grouping may also carry out all other activities
necessary or useful to its goal.

WORKING LIST
The
list of specific additives on which the grouping is working will remain
confidential to all TREAC members.
Modifications of the working list for the newcomers are allowed until June 30th, 2008. From then
on, the list of additives on which the grouping is working has been considered
as definitely fixed and will not be adapted anymore.
